Petition: Give Priority to Diverted Trolley Riders
Mayor Parker, Councilmember Gauthier & SEPTA: Give Priority to Diverted Trolley Riders
Since mid-November 2025, West Philly Trolleys are diverting to 40th and Market due to overhead wire problems in the tunnel.
These trolleys are frequently stuck in University City traffic, especially on Spruce, 38th, and 40th Streets – delaying over 30,000 daily riders.
There are up to 10 times more trolley riders than cars using these streets!
SIGN HERE to tell the City & SEPTA to prioritize riders during EVERY extended trolley diversion and;
- Create temporary transitways on Spruce, 38th, and 40th Streets
- Divert vehicle traffic during rush hours & restrict parking
- Give traffic-signal priority to SEPTA vehicles
- Provide shelter and benches for waiting riders, especially at 40th & Market
- Improve bus frequencies in affected areas

Update 12/15/25: SEPTA is running a T shuttle bus and is working on speeding up diverted trolleys. We ask SEPTA to place signage & make the shuttle bus free.
Working with partners at the City of Philadelphia, Philadelphia Police Department, and Philadelphia Parking Authority to implement on-street interventions to speed up the flow of diverted trolleys. So far:
- SEPTA Transit Police and PPD Traffic have been stationed at 38th and Spruce to prioritize trolleys turning from Spruce onto 38th St.
- Parking restrictions have been put in place along the left side of 40th St to minimize the impacts of illegally stopped or double-parked cars blocking T service.
- 40th Street between Powelton and Market Streets has been closed to private vehicle traffic during peak hours.
- Some traffic lights along 40th Street have been granted extended green time to keep traffic flowing smoothly.
Update 1/12/26: Petition delivered with over 400 signers to
- Cherelle Parker, Mayor of the City of Philadelphia
- Jamie Gauthier, Councilmember of Philadelphia’s 3rd District
- Office of Transportation and Infrastructure Systems, City of Philadelphia
- Streets Department, City of Philadelphia
- Scott Sauer, General Manager, Southeastern Pennsylvania Transportation Authority
