Pennsylvania is facing a severe housing shortage driven by outdated land use policies. House Bill 2186 offers a solution by making Accessory Dwelling Units (ADUs)—such as backyard cottages, basement apartments, and carriage houses—legal by-right across the state.
ADUs provide a flexible, low-cost option to expand our housing supply using private investment, without requiring taxpayer subsidies or new municipal infrastructure. They empower property owners to create smaller homes for aging parents, adult children, or caregivers, seamlessly fitting into communities without altering their look or feel.
The clock is running out. HB2186 passed the House with a strong 139-62 bipartisan vote, but it is currently stalled in the Senate. With only four scheduled session days remaining, we must act immediately.
